Deborah Giss Stalker

Ms. Stalker is a seasoned insurance executive with over three decades of insurance industry legal, business and regulatory experience. Ms. Stalker began her career in private practice with Locke Lord (then, Lord Bissell and Brook) in Chicago, IL in the corporate insurance practice group, and moved to other global law firms as a partner to further hone her craft and work with other experienced legal practitioners. 

In 2000, Ms. Stalker left private practice and moved in-house to Liberty Mutual to work as the deputy to the then-general counsel of their regional agency markets division. A year later, Ms. Stalker assumed the SVP and general counsel position of regional agency markets with the general counsels of the regional insurance companies reporting into her. As general counsel of regional agency markets, Ms. Stalker was a member of, and advisor to, the executive leadership team on a variety of legal, ethical and compliance matters.

From Liberty Mutual, Ms. Stalker moved to the Chubb Group (then, ACE Group) where she held a number of positions of increasing responsibility. While with Chubb, Ms. Stalker created the global reinsurance (ceded and assumed) legal function and team, held Board and corporate secretarial positions in both US and Bermuda based companies, oversaw the compliance and sale of a wholly owned bank and trust company, created the global digital legal function and team, co-founded the ACE Women’s Forum and 1st ever mentoring program within the ACE Group, was lead legal counsel on numerous ILS transactions, including the creation of ABR Re a reinsurance company joint venture between the ACE Group and Blackrock, and oversaw the global A&H legal team. In 2014, Ms. Stalker was a Business Insurance Woman to Watch. 

After 17 years with Chubb, eight of those years as an EVP, Ms. Stalker moved from Chubb to Central Mutual Insurance Company to assume the role of General Counsel and Corporate Secretary. In this role, Ms. Stalker built the General Counsel’s Office, modernized the legal and corporate secretarial function, reshaped the internal audit function, built the compliance function, shaped the intellectual property policy, worked with the CISO on cybersecurity matters, advised executive leadership on a myriad of legal, compliance and ethical issues, and was responsible for a variety of corporate, privacy, internal audit, compliance and regulatory matters.
